Con?tin?u?ing our review of House action,?NM Rep?re?sen?ta?tives passed the sev?er?ance tax bond bill, SB 60, by a vote of 66 ? 0.?UNM has more than $10 mil?lion in projects in that bill.?It now goes to the Governor.?
This morn?ing House Appro?pri?a?tions gave a do pass rec?om?men?da?tion to SB 115, which is the ERB sol?vency plan, after fur?ther amend?ing?it.
You?ll recall the bill, as it came out of the Sen?ate, had reduced COLAs for cur?rent and future retirees ? an aver?age 1.8 per?cent COLA for those get?ting pen?sions under the median of $1500 a month and who worked for the full 25 years. For every?one else, the COLA is reduced to an aver?age 1.6 percent.
The amend?ment put on today, which was cham?pi?oned by Speaker Ken Mar?tinez, stip?u?lates that once the fund reaches 90 per?cent sol?vency, the COLA reduc?tions will drop in half to approx. 1.9 per?cent and 1.8 per?cent respec?tively. This will be in place until the fund reaches its 100.7 per?cent solvency.
It was men?tioned that 90 per?cent sol?vency may not be reached for another 26 years, but that the con?ces?sion does have an impor?tant psy?cho?log?i?cal effect for retirees.
HAFC Deputy Chair Lucky Varela (D-Santa Fe), refer?ring to the increased con?tri?bu?tions com?ing from employ?ees, used the oppor?tu?nity to call on the Gov?er?nor to refrain from veto?ing the one per?cent pay increase found in the state bud?get now sit?ting on her?desk.
The bill, once it gets through the full House, will have to go back to the Sen?ate for con?cur?rence, but its spon?sor, Sen. Stu?art Ingle (R-Portales) is con?fi?dent that will hap?pen. There are two days and change left to get this?done.
