NAZARETH, Israel (AP) ? Israel's plan to overhaul its military draft has veered into turbulent new territory with the government's abrupt proposal to mobilize the country's Arab minority for civilian national service.
Israeli Arabs would be asked to perform community service and would not be required to join the army. But the concept of any compulsory government service has stirred a hot debate within the Arab community over its place in the Jewish state, along with fierce resentment over being asked to serve a country that often treats its Arabs as second-class citizens.
The proposal has also created an uproar within Prime Minister Benjamin Netanyahu's ruling coalition, because not all Arabs would be required to serve.
"The state has never sat down with us to discuss the entire array of issues (we have), including our rights and historical rights," said Ayman Odeh, point man on the issue for the influential Israeli Arab umbrella group, the High Follow-up Committee for Arab citizens.
"If the government imposes this on us without sitting down with us, without consultation, without dialogue, we will not obey this law," he said. No Israeli Arab sat on the parliamentary panel crafting recommendations for the new draft bill.
Israeli Arabs are ethnic Palestinians and descendants of those who remained inside Israel's borders after the Jewish state was established in 1948. They make up 20 percent of Israel's 7.8 million people and are largely exempt from the military, though several thousand do serve or perform voluntary community service.
The calls to conscript Arabs into national service are part of a broader overhaul of Israel's draft law, which the Supreme Court has ordered amended by Aug. 1. The original aim was to end sweeping exemptions for ultra-Orthodox Jews, but Netanyahu says national service is a burden that must be shared by all, including Israeli Arabs. Israeli men are required to serve three years in the military, and Israeli women about two years.
The parliamentary committee had expected to release its recommendations for a new draft bill next week. But the panel unleashed a political storm on Thursday when it said it planned to require 6,000 Arabs to perform community service by 2016.
This year, 2,400 Arabs have volunteered for such service, of an estimated 60,000 who fall within the 18 to 22 age group that the national service program would target. Many Israeli Jews think all Arabs, like all Jews, should be compelled to serve.
On Thursday, Foreign Minister Avigdor Lieberman's Israel Beiteinu Party and another smaller faction quit the committee in protest because Arab service would not be mandatory.
Arab lawmakers, on the other hand, were angry that the proposal had a compulsory element at all.
"Arabs don't have to be the victims of the war of the Jews between Lieberman and Netanyahu," said Arab lawmaker Ahmed Tibi of the Raam-Taal Party.
Not all Israeli Arabs oppose community service, seeing it as a welcome opportunity to help people, expand horizons and improve their Hebrew. Like Jews of draft age who cannot or will not join the military, they would be able to serve in hospitals, schools and other social service settings as a civilian alternative.
But the controversy over the proposal reflects a fierce debate within the Arab community over whether to seek to belong to the Jewish state or be on the outside.
Israeli Arabs have always been in a precarious position, at once citizens of Israel and Palestinians identifying with the statehood aspirations of the West Bank, Gaza Strip and east Jerusalem. Although they enjoy equal rights on paper, Israeli Arab communities receive far less government funding for schools and public services, and Arabs often face bias in employment and housing.
But many in the community want the government to narrow the gaps between Arabs and Jews before compelling Arabs to serve.
"Why should I do something for a state that doesn't give me everything?" asked Elias Alaa, a 19-year-old aspiring doctor in Nazareth.
His home, the biblical city of 60,000 where tradition says Jesus spent his childhood, has suffered from years of neglect. Like other Arab towns and villages, Israel's largest Arab city is burdened by overcrowding, its potential hindered by rundown infrastructure.
"For years, we've been demanding equal rights. No committee was set up to discuss the equal distribution of rights," said Amal Elsana Alh'jooj, an Arab activist. "So now, when talking about the burden, why are they remembering the Arabs all of a sudden?"Critics also worry that compulsory community service could dilute the Israeli Arab community's Palestinian identity and open the door toward mandatory service in a military that fights other Arabs.
Some Arab leaders say they would support a volunteer program if the administration and budget were turned over to the Arab community, which would tailor it to Arab culture and the Palestinian national identity. They don't want Arab youths, many of whom already pepper their Arabic with Hebrew phrases and dress like Jewish Israelis, identifying any more strongly with the Jewish state.
"We insist that this remain volunteer," said lawmaker Ibrahem Sarsur of the United Arab Party. "We don't want this to be a stepping stone to military service. If the government insists on approving compulsory service, we will oppose it fiercely, even if we have to go to jail."
Israeli defense officials have no known plans to draft all Arabs.
Historically, Israel has exempted most of its Arab citizens from the military, in part because of distrust and in part because compulsory service could force Israeli Arabs into a position of divided loyalty.
The main exceptions are the Druse, an offshoot of Islam, whose leaders agreed to the draft decades ago. The military does not release conscription figures but says thousands of Druse serve each year. Hundreds of Bedouin, Christians and Muslims also volunteer, mostly in the hope of improving their lot in Israeli society.
In theory, at least, community service would entitle Israeli Arabs to the same bonuses a discharged Jewish soldier enjoys: cash grants, discounted mortgages, preferential treatment for state jobs and access to financial aid and dormitories at Israeli universities.
But Arab leaders says the Druse loyalty to the state has not paid off: Druse income, unemployment and educational levels are on a par with that of other Israeli Arabs, and their villages do not enjoy the same state funding that Jewish areas do.
"We don't believe compulsory civilian service can close the gaps between the Jewish and Arab sectors in all walks of life because we have the example of the Druse," Sarsur said.

Former Penn State assistant football coach Jerry Sandusky, convicted of 45 counts of child sexual abuse, could still profit from his public pension.
Sandusky stands to collect $58,898 each year, according to PennLive.com, because the crimes he committed are not included on the list of 22 that would force him to give up his benefits.
Pennsylvania's public officials or retirees are required to forfeit their pensions under the State Employees' Retirement System (SERS) if they commit "certain crimes that breach the member's duty of faithful and honest public service." The list does not include sex crimes.
"I think it is nauseating that a convicted pedophile like Sandusky will be collecting a pension while sitting behind bars," Pennsylvania Rep. Brendan Boyle said in a statement. "He certainly doesn't deserve to continue to enjoy the benefit of a taxpayer-funded pension."
Upon his death, Sandusky's wife, Dottie, would be able to get half of the annual payout, PennLive.com reported.
Nicholas Maiale, chairman of the SERS board, told PennLive.com that he will get a legal review of the board's options in this case.?"I am a Penn Stater and I am a citizen of Pennsylvania, and we are all morally outraged about this case and what happened to those kids,? he said, though he is not optimistic?about a forfeiture.
Retired Penn State Vice President Gary Schultz, meanwhile, could lose his pension after being accused of perjury, PennLive.com reported.
Rep. Boyle introduced a bill in 2011, before Sandusky was charged, that is now one of six bills that could broaden the list of crimes that require public workers to give up their pensions, PennLive.com reported.
Sandusky?s sentencing is expected in about three months.

TUPELO, Mississippi (Reuters) - The lone abortion facility in Mississippi asked a federal court on Wednesday to block a new state law that will require doctors who perform the controversial procedure to have admitting privileges at a local hospital.
The law, set to take effect on Sunday, threatens to make Mississippi the only U.S. state without an abortion clinic. Some anti-abortion state lawmakers say they hope that would mean an end to abortions there.
The state's sole clinic, Jackson Women's Health Organization, says the new measure is unconstitutional because it aims to effectively ban abortions in Mississippi.
The clinic is also seeking immediate relief from the court to be given more time to try to comply with the law, according to the lawsuit filed on its behalf by the New York-based Center for Reproductive Rights.
Clinic representatives said they began applying for the necessary privileges after Mississippi's Republican Governor Phil Bryant signed the measure into law in mid-April. But they have struggled to obtain them at any of the half-dozen hospitals within a 30-minute drive of the clinic, located in Jackson, the state capital.
"We have been attempting to comply with the law, but we just have not had adequate time for the privileges to come through, if they come through," clinic owner Diane Derzis told Reuters. "We've not been turned down outright, except on a few hospitals that had religious beliefs that didn't coincide."
The state legislator who sponsored the law said he was not surprised by the legal challenge, and he felt confident it would withstand the court test.
"It's been over 70 days since Gov. Bryant signed this legislation," Republican Representative Sam Mims said. "For them to say we don't have time, I just don't buy that argument."
Mississippi already has some of the country's strictest abortion laws and one of the lowest abortion rates. It also has the highest teen pregnancy rate in the United States - more than 60 percent above the national average in 2010.
The state became a battleground for reproductive rights last fall when voters weighed in on a constitutional "personhood" amendment that defined life as starting at the moment eggs are fertilized. Voters handed abortion opponents a setback by rejecting the proposed amendment.
Undeterred, state lawmakers this spring passed legislation requiring abortion providers to be board certified in obstetrics and gynecology and to have staff with admitting privileges at a nearby hospital.
Thirty-nine other states also require that OB-GYNs perform abortions, and nine others mandate hospital privileges, according to the Guttmacher Institute, a nonprofit organization dedicated to sexual and reproductive rights.
But Mississippi, which had as many as 14 abortion providers in the early 1980s, would be the first state without a single abortion clinic should the Jackson Women's Health Organization close, Guttmacher spokeswoman Rebecca Wind said.
UPCOMING INSPECTION
Inspectors from the Mississippi Department of Health, which is the state's licensing agency for abortion clinics, still are planning to check on the clinic's compliance with the law on Monday, agency spokeswoman Liz Sharlot said.
She declined to comment on Wednesday about the new lawsuit.
The clinic's main three doctors, who all travel from outside of Mississippi to see patients, are already board-certified OB-GYNs.
If the facility has not complied with the requirement for admitting privileges by the inspection, it will get 10 working days to submit a plan outlining how it will remedy the situation within a reasonable time frame, Sharlot said.
Sharlot said the definition of "reasonable" varies from case to case, leaving some uncertainty about how soon the clinic might be forced to close if it cannot comply. Sharlot noted that the abortion clinic has been aware of the law for months.
Mims had asked the department to deny Jackson Women's Health Organization a grace period. He said he did not "want to give the facility 10 extra days to perform abortions" and was consulting attorneys on the legality of such a move.
Mims said the law was intended to protect patients by ensuring that physicians are certified and able to follow them into a local hospital in emergency cases, but added if it also "causes Mississippi to have fewer abortions, then that is a positive result."
The Jackson Women's Health Organization has been providing services in Mississippi since 1996. Clinic spokeswoman Betty Thompson said about 2,000 women received abortions at the clinic between July 1, 2010 and June 30, 2011. The staff also provides state-mandated counseling services to clients, some of whom ultimately chose to keep their babies, she said.
The nearest clinics outside the state are located in Alabama, Tennessee, Arkansas and Louisiana. But Thompson said not all women will be able to access those facilities.
"It puts an undue burden on women of all classes and colors, Thompson said. "I see us going back to the early '70s and what happened to women who did not have access. They tried to induce it for themselves or they went to people who were not qualified to do the procedures, and they sometimes died."
Mims disputed that the measure could lead to such a scenario.
"I'm not at all worried," he said. "My hope is that the women that are making these choices will now choose life, that they will realize that life begins at conception."

WASHINGTON (AP) ? Using genetics, scientists have been able to dig up the dirt on why homegrown tomatoes taste so much sweeter than the ones in the supermarket.
Researchers found a genetic switch responsible for some of the sugar production within a tomato. A new study in Friday's edition of Science found that the common type of tomato bred for firmness and good shipping also inadvertently turns off the sugar-producing switch. That makes it less sweet and blander than garden varieties.
University of California Davis plant scientist Ann Powell said knowing the genetics behind the sugar-making could lead someday to development of sweeter tomatoes that also travel well.

Today, it is easy to see how the mobile security landscape parallels threats seen in the desktop space for years. And while there are many similarities, mobile computing does have its own unique set of challenges in the way customers use, access and store data. Regardless, customers have the same expectations for their mobile devices as they do with their desktop computers. For example, they want timely security updates to help protect them from emerging threats, to trust applications available to them, and to be able to maintain the privacy of sensitive information on their device.
Compounding these challenges is the fact that many don?t realize that their smartphone is susceptible to the same kinds of attacks that target desktop computers. As a result, mobile vendors must be able to adapt and develop a tailored approach to ensuring security in a way that?s seamless to customers. But RIM also goes beyond that. Maintaining a leadership position in mobile security certainly requires deep integration of security at the product development stage, but it also requires listening to the needs of customers, and working collaboratively across the industry. At RIM, these are some of the core tenets that have led to the unique level of security the BlackBerry? solution delivers and that our customers depend upon.
As the director of the BlackBerry? Security Incident Response Team (BBSIRT), I am responsible to help ensure that RIM can respond to emerging threats. It is our mission to identify and address security risks to our customers, and as part of that mission, we work to build collaborative relationships across the industry.
One segment that is extremely important to us is the independent security researcher community. This community includes some of the brightest minds conducting new and exciting research on the frontier of technology. We are committed to further developing our relationships with security researchers, and we?re excited to have some of the industry?s elite researchers visiting our Waterloo campus for the first BlackBerry Security Summit to discuss their research with our product engineers, exchange ideas and have open discussions.
Why is this collaboration valuable? When leading security researchers get together with the leader in mobile security, it is customers that will benefit from the results. We?ve built a solid security development lifecycle (SDL) into the BlackBerry platform, and security is at our core. However, helping to protect customers against shifting threats requires layers of defense, which includes working with others to identify and plan for new, emerging issues.
As already experienced in the traditional computing space, products released today with the latest security advancements may be effective against current threats and even against some we know are coming. However, shifting user behaviors and rapidly emerging technologies often breed new unforeseen attack scenarios. This can occur even if the vendor works through solid security engineering practices developed by the best developers and security engineers. A great example of this was the early generation of web browsers that primarily focused on the safe transfer and encryption of information over the Internet. Over time, they faced new and emerging threats from script injection and compromised certificate infrastructures. Independent security researchers are at the forefront of discovering new ways to use the convergence of new technologies along with user expectations and behaviors, to uncover those unforeseen security issues. In many cases, this happens before criminals and those with malicious intent can use them against unsuspecting users.
Collaboration with the research community is not new for RIM. In the last year alone, BBISRT participated in over 50 security conferences around the world. These events provide us the opportunity to foster relationships with members of the security community and also to support the research that comes out of it. While RIM invests heavily in internal security engineering, we also support and recognize that independent security research is crucial for the industry and our customers. In addition, we regularly collaborate with researchers who cooperatively disclose vulnerabilities they find to us in order to address them as quickly as possible.
Given how important our relationships are with the security community, we want to go beyond sponsoring and attending conferences to further develop our relationships with researchers and protect customers. The BlackBerry Security Summit offers an effective way to exchange information and ideas between our own talented engineers and external security researchers. We plan to share and listen on several important topics including the future of mobile malware, baseband security and advanced ?fuzzing? techniques. These are all topics we are eager to collaborate on with the security community, as well as putting focus on areas where RIM continues to make investments as a leader in mobile security.
Ultimately, security researchers and RIM have the same goal: protect mobile customers from threats. Working collaboratively on the remediation of newly discovered vulnerabilities in a coordinated fashion, along with having an open dialogue and exchange of innovative attack and defensive techniques, is the most effective way to reach our common goal.
These types of summits are a common occurrence for technology companies that place a high priority on security, and hosting the BlackBerry Security Summit is another step in our ongoing collaboration with the security researcher community. Together, RIM and security researchers are working to address the mobile security challenges of today, and to protect customers against the mobile threats of tomorrow.

1D's Niall Horan relives the 'absolutely nuts' fan reaction during the band's Up All Night tour and tells us which city has been the rowdiest.

One Direction have been taking their boy band antics across the States since May for their first-ever American headlining tour. And, with only days left on the massive Up All Night jaunt, 1D-er Niall Horan, recalled with MTV News the "absolutely nuts" time they've had.
"It's been, as you can see clearly, it's been absolutely nuts. We're still trying to get out head around it," he said, hours before hitting the stage in Charlotte. "It's been crazy. We've had a lot of fun ... we're doing these things called sheds, so they're outside and inside. There are like 20,000 people on an outdoor gig and they're really good to do. They're really fun. It's really warm outside and the crowds, they're amazing."
With fans doing anything they can to get the guys' attention while they're on stage (including throwing bras at them) Niall says that the last few shows have included far fewer undergarments being tossed at the stage.
"They've kind of toned it down a little bit. It was worse. Now it's kind of iPhones and keys, which are kind of dangerous.
"When we were in New York, we were on our day off and me and Liam [Payne] was going down the street with one of our security guards and we got absolutely mobbed by like 600 people in Times Square," he said. "I thought 'There is literally not one place I can walk down the street.' "
But, it's not just screaming girls who are turning out to see the guys. Backstreet Boy Brian Littrell tweeted about attending the 1D show in Atlanta, a show that just happened to be one of Niall's favorites (or at least the loudest). "We didn't have a clue what we were singing. We couldn't hear anything," he said. "We're very lucky we've got amazing crowds. We never have a bad crowd. We're very lucky we kind of get the adrenaline rush off them."
While Atlanta may have been the rowdiest show, New Jersey remains Niall's favorite for the opposite reason. "Harry [Styles] got the crowd to take their phones and lights out of their pocket and we turned off the lights so you couldn't see the crowd and all you could see are the lights swaying," he said. "I think that was a special night cause we thought it's all very high-energy, but when the show is taken down like a somber level it's quite nice."

Are you in menopause and afraid to take estrogen? It's been 10 years since one of the most significant papers in women's health was published -- a study on the risks and benefits of estrogen plus progestin in healthy postmenopausal women. The WHI papers scared the hell out of women and many of their doctors (see below). But during the 10 years since the study was published, new studies have disproven many of the findings. But harm was done for women; the fear prevented many women from taking estrogen that could have prevented terrible symptoms, and those women suffered. I want to help you make sense of these important studies.
First, let's look at what the studies were supposed to do.
At that time, estrogen plus progestin (notice, not progesterone which is the natural hormone, but progestin, a synthetic substance that the woman's body responds to similarly to how it responds to progesterone) were being recommended for all women in menopause to lower the risk of heart disease as well as treat symptoms of menopause such as hot flashes and vaginal dryness. Postmenopausal women ages 50 to 79 (mean age 63) were given different formulations of the most common estrogen and progestin medications in use at the time.
Giving hormones to older women, they thought, would lower their risk of heart disease and so the study didn't take into account how old the women were, how long it had been since they started going through menopause, or if they were at risk for any other diseases. Hormone Therapy (HT) was considered both good and safe.
There were two hormone studies that were started about the same time. The first involved giving some 16,000 women either estrogen and progestin (Prempro -- the most commonly used hormone of this type at the time) or placebo. That study was stopped three years early because the risks were greater than the benefits. Not only did HT not protect women from heart disease, the study reported an increased risk of blood clots, stroke, heart attack and breast cancer. There was however, an equally lower risk of colon cancer and risk of breaking your hip.
The second study also followed a large number of women. But this group of women had their uterus removed (hysterectomy) as well as their ovaries. Women who have their uterus removed do not need to take progesterone or progestin -- only estrogen. Once again, the study was stopped early because the women taking estrogen had an increased risk of stroke compared to those who took a placebo. However, compared to the women in the first study who took estrogen and progestin, these women who took estrogen only didn't have an increase of breast cancer or heart disease.
Postmenopausal women threw away their estrogen in droves and endured a very challenging window of time. So challenging, in fact, that many of my patients who initially went off their hormones called me up and within three to six months wanted to get back on them. But in that year after the WHI was first published, between 25 and 72 percent of women stopped taking HT.
Over the past decade since those initial WHI studies were done, many of their conclusions have changed. Here are my thoughts on the highlights.
If you are interested in taking estrogen and/or progesterone or want to consider it as a possible treatment for your symptoms, talk with someone who is knowledgeable about these medications. It isn't the same as going in for an antibiotic -- it will take time for the health professional to understand your personal risks, explain what the benefits and risks are for you, and provide you with an explanation of your options. When I see patients for these types of discussions, I allot nearly an hour to go over everything. Make sure you find the right person to work with you.
