Massive tornado rips through Moore, Oklahoma: 24 killed, including children; more feared dead

A devastating, mile-wide tornado touched down near Oklahoma City on Monday, killing dozens of people?including children?decimating homes, businesses and a pair of elementary schools in the suburb of Moore.

According to the state's medical examiner, the death toll, reduced to 24 Tuesday morning, was expected to rise. About 40 bodies were expected to be transported to the medical examiner's office overnight.

The schools?Plaza Towers Elementary and Briarwood Elementary?were leveled by the tornado. It was unclear how many children were in them at the time the twister hit, but according to KFOR-TV, at least seven children died at Plaza Towers, and as many as two dozen more were feared to be trapped inside the rubble. An Associated Press photographer saw rescue workers pull several children out alive. A makeshift triage center was set up in the school's parking lot.

"This is war-zone terrible," Jon Welsh, a helicopter pilot for KFOR who lives in Moore, said while surveying the damage from the air. "This school is completely gone."

Emergency officials urged people to remain off the roads so rescue workers and first responders could reach people potentially trapped in rubble, as the National Guard was called in to help in the search for victims.

Three people were killed at a 7-Eleven in the path of the storm, CBS' KWTV reported, including a man, woman and baby who took cover in a freezer but didn't survive. KFOR reported a fourth person was killed there.

"Our hearts are broken," Oklahoma Gov. Mary Fallin said at a news conference Monday evening.

The tornado left a debris field 20 miles long and several miles wide. According to the National Weather Service in Norman, Okla., the tornado was on the ground for approximately 40 minutes, and a tornado warning was in effect for 16 minutes before the twister developed.

Weather officials estimated the strength of the storm to be an F4 or F5 on the Fujita Scale?the highest rating a tornado can achieve. The National Weather Service said the tornado's preliminary classification was an F4, with winds up to 200 mph.

On May 3, 1999, a tornado outbreak near Oklahoma City produced 14 tornadoes?including an F5 in Moore?killing 36 people and injuring 295 others. A host on KFOR called Monday's storm "the worst tornado damage-wise in the history of the world."

The devastated area was an estimated 30 square miles.

"The whole city looks like a debris field," Moore Mayor Glenn Lewis said on NBC's "Nightly News." "Our hospital is pretty much destroyed."

Communication was snarled as landlines and cellphone towers were knocked down. A water treatment plant in Oklahoma City was also damaged.

President Barack Obama directed the Federal Emergency Management Agency to prepare to get "all available assistance" to the disaster-hit area. Late Monday, the president declared Oklahoma a major disaster area, making federal aid available to people in Cleveland, Lincoln, McClain, Oklahoma and Pottawatomie counties.

Families of potential victims were directed by the Red Cross to a website?safeandwell.org?for information about survivors.

The 106-acre Orr Family Farm, a popular attraction in town, was extremely damaged, its owner said. KFOR reported between 75 and 100 horses perished there as workers took shelter in horse stalls.

Another, smaller tornado was spotted on the ground west of Meeker, Okla., north of Shawnee, on Monday.

The Oklahoma House of Representatives canceled its afternoon sessions so lawmakers and staffers could take shelter, the AP said.

The tornadoes came a day after powerful storms ripped through the center of the country, spawning at least a dozen tornadoes, killing two people and causing extensive damage from Georgia to Minnesota.

X-ray tomography on a living frog embryo

Classical X-ray radiographs provide information about internal, absorptive structures of organisms such as bones. Alternatively, X-rays can also image soft tissues throughout early embryonic development of vertebrates. Related to this, a new X-ray method was presented recently in a Nature article published by a German-American-Russian research team led by KIT. For periods of about two hours, time-lapse sequences of cellular resolution were obtained of three dimensional reconstructions showing developing embryos of the African clawed frog (Xenopus laevis). Instead of the absorption of X-rays, the method is based on their diffraction (DOI: 10.1038/nature12116).

"X-ray diffraction enables high-resolution imaging of soft tissues," explains Ralf Hofmann, one author of the study and physicist at KIT. "In our work, we did not only manage to resolve individual cells and parts of their structure, but we could also analyze single cell migration as well as the movement of cellular networks."

Using X-ray diffraction, similar tissues can be distinguished by minute variations of their refractive index. However, in contrast to classical absorption imaging, this does not require any contrast agent, and X-ray dose is profoundly reduced. The method is of particular advantage when probing sensitive tissues in living organisms, such as frog embryos. In their study, the researchers concentrated on the motion and shape changes of tissues, cavities, and single cells during the developmental milestone of gastrulation.

During gastrulation, germ layers are formed and organized in their proper locations. Thereby, an initially simple spherical ball of a few hundred cells turns into a complex, multilayered organism with differentiated tissues eventually turning into the nervous system, muscles, and internal organs. Quoting the renowned developmental biologist Lewis Wolpert: "it is not birth, marriage, or death, but gastrulation that is the most important event in your life."

"Employing X-rays, we were able to watch joint and individual cell movements during gastrulation," zoologist Jubin Kashef points out who is a co-author and head of a young investigator group at KIT. For the first time, it was appreciated how cells interact with each other in a living embryo and how regions void of cells form and disappear. "It is like the migration of peoples. Stimulated by the migration of individual cell groups, other cells join in. They form functional cellular networks, which adjust to their changing environment. During migration, cells specialize to form progenitor tissues of future organs, e.g. the brain or skin."

"It is fascinating to have digital capabilities to observe and analyze these processes in an individual living frog embryo," Hofmann and Kashef emphasize. "In this way, fundamental results are obtained." The new method not only reveals morphological and dynamic aspects of embryonic development but also provides insights into their underlying molecular biology obtained by comparing the development of wildtype embryos and morphant phenotypes. The African clawed frog (Xenopus laevis) is one of the most important model systems of developmental biology whose study is of relevance in understanding human embryogenesis and diseases. In future research, morphant phenotypes will be correlated with the targeted switch-offs of key proteins. For this purpose, the novel technique -- combining latest X-ray measurement technology with advanced image analysis and developmental biology -- will be established at the synchrotron radiation facilities ANKA in Karlsruhe and APS in Chicago for routine use by a broad community of scientific users.

In their study, KIT researchers, which were supported by biologists from Northwestern University, used coherent X-rays from the Advanced Photon Source of Argonne National Laboratory in Chicago. Prior to this investigation, the method had been developed at ANKA. During measurement, a coherent bundle of X-rays passes the nearly spherical 1-mm frog embryo, which rotates half way around its axis within 18 seconds. By variation of the irradiation direction, information on the three-dimensional (3D) structure is acquired. As X-rays pass through different types of tissues at variable speeds, diffraction occurs. In turn, this generates a characteristic intensity distribution by interference a certain distance behind the embryo. Within the 18 s of tomographic scan time, about 1200 images were recorded. Similar to digital photography, every image consists of several million pixels. From this vast amount of data, the three-dimensional structure and the development of the embryo over time is inferred at micrometer resolution. If this process is repeated at intervals of several minutes, the resulting sequence of 3D images reveals all gastrulation movements occurring inside the embryo. Image reconstruction and analysis algorithms for the here-employed X-ray phase-contrast microtomography were developed at ANKA.

Immediate results of this research are the discovery of new morphological structures and the clarification of fluid redistribution processes. Moreover, the locations of centers driving the migration of tissues and cells during gastrulation were determined by differential flow analysis.

Judge blocks Arkansas' tough new abortion law

U.S. District Judge Susan Webber Wright said Friday, May 17, that Arkansas' law probably wouldn't pass constitutional muster.

A federal judge barred Arkansas from implementing one of the nation's most restrictive abortion laws Friday, calling it "more than likely unconstitutional."

The law, which the Legislature enacted over Gov. Mike Beebe's veto in March, makes abortions illegal after only 12 weeks of pregnancy. It's scheduled to take effect in August.


At a hearing Friday in Little Rock, U.S. District Judge Susan Webber Wright granted a temporary injunction sought by the American Civil Liberties Union and the Center for Reproductive Rights, which argued that doctors who provide abortions would suffer "irreparable harm."

Wright said the 12-week standard criminalizes some abortions before the generally accepted medical standard of viability for a fetus, which is 24 weeks.

"The Supreme Court has consistently used viability as a standard with respect to any law that regulates abortion," Wright said. "This act defines viability as something viability is not."

Wright didn't rule on the constitutionality of the new law itself, dubbed the Arkansas Human Heartbeat Protection Act (.pdf).

But in a clear signal of how she was leaning, she said the 12-week standard criminalizes some abortions before the generally accepted medical standard of viability for a fetus, which is 24 to 28 weeks, while "the Supreme Court has consistently used viability as a standard with respect to any law that regulates abortion."

"This act defines viability as something viability is not," she said.

Josh Mesker, a spokesman for the nonprofit Arkansas Family Council, told NBC News the ruling was "disappointing, but it's not unexpected."

Mesker said the ultimate aim is to get the law before the U.S. Supreme Court, where "we expect to prevail" in a direct challenge to Roe v. Wade, the 1973 ruling that legalized most abortions across the U.S.

"It's not outside the realm of possibility for the current Supreme Court to readdress Roe v. Wade in a way that leans toward our position," he said.

Talcott Camp, deputy director of the ACLU's Reproductive Freedom Project, ridiculed the law as "an extreme example of how lawmakers around the country are trying to limit a woman's ability to make the best decision for herself and her family."

"These laws are designed with one purpose ? to eliminate all access to abortion care," Camp said in a statement.

That was a reference to similar anti-abortion measures recently approved in North Dakota, Kansas and Mississippi. The North Dakota law, which was also passed in March, is the toughest in the U.S., banning abortions after only six weeks.

In the Arkansas case, the ACLU and the Center for Reproductive Rights are representing Tom Tvedten, medical director of Little Rock Family Planning Services, which provides abortions, and Louis J. Edwards, a gynecologist at the clinic.

In the suit, filed last month against the State Medical Board, they argue that the new law "presents physicians in Arkansas with an untenable choice: to face license revocation for continuing to provide abortion care in accordance with their best medical judgment, or to stop providing the critical care their patients seek."

Wright rejected the state's motion to dismiss the case Wednesday, citing Supreme Court rulings that Roe v. Wade drew a line saying abortions generally could be banned only upon a fetus' "attainment of viability."

Anticipating just this sort of legal wrangling, Beebe, a Democrat, vetoed the measure in March, saying that defending a "blatantly unconstitutional" law would be crushingly expensive for the state.

House votes for more scrutiny of economic impact of SEC rules

WASHINGTON (Reuters) - A divided House of Representatives on Friday passed a Republican-sponsored bill that would force federal securities regulators to conduct more economic analysis before adopting rules for Wall Street.

The bill, which is not expected to make it to the Democrat-controlled Senate floor for a vote, passed largely along party lines in a 235-161 vote.

Republicans backed the measure as reducing red tape for business. Most Democrats opposed it, saying it would hinder the Securities and Exchange Commission from completing rule-writing required by the 2010 Dodd-Frank Wall Street reform law.

"At a time when new regulation after new regulation is being proposed by the Obama Administration, it is critical that we restore some semblance of order to the regulatory process and ensure that our nation's small businesses do not continue to drown in a sea of red tape," said New Jersey Republican Scott Garrett, the author of the bill, in remarks on the floor before the vote.

"This is a common sense, pragmatic approach to our rulemaking process that should have been in place all along."

The bill garnered a lot of attention this week after President Barack Obama issued a statement opposing the measure and SEC Chair Mary Jo White warned it would "create uncertainty" for the market and put the agency at risk of facing constant legal challenges.

U.S. law already requires the SEC to consider the impact regulations would have on competition, efficiency and capital formation. This bill would also call for more due diligence in studying rules before they are adopted, and require the agency to conduct follow-up studies to make sure rules are having the intended effect.

Also, the SEC would need to review all existing regulations every five years to determine whether they are out of date.

House Republicans successfully added an amendment to the bill that would require other rulemaking bodies under the SEC's supervision, such as the Public Company Accounting Oversight Board and the Financial Industry Regulatory Authority, to abide by the same cost-benefit requirements as the SEC.

The provisions in the bill are "consistent with the Republican efforts to bog down regulations in an effort to protect Wall Street," said House Financial Services Ranking Member Maxine Waters, in an interview with Reuters after the bill's passage.

"We think it is foolhardy," she said, adding that she is grateful to "have the Senate there to help protect" against making the bill law.

Republicans and industry groups have been using the issue of cost-benefit analysis to defeat or slow rules they oppose.

In recent years, trade associations and business groups have convinced federal courts to overturn SEC rules by arguing the agency had failed to properly weigh costs and benefits.

In 2011, the U.S. Chamber of Commerce and Business Roundtable won a legal bid to overturn a rule stemming from the 2010 Dodd-Frank Wall Street reform law that made it easier for shareholders to nominate directors to corporate boards.

House passage of the latest bill comes as the SEC has been battling business groups in court over two more Dodd-Frank rules.

Oral arguments in the challenge of one rule that would force oil, gas and mining companies to disclose their payments to foreign governments are tentatively slated for June 7.

The SEC last year sought to bullet-proof its rules by beefing up its economic analysis. It drafted new guidance calling for its staff to rely more heavily on economists and to provide stronger justifications for its rules.

Since then, there has been a notable change in tone at the SEC, both in the pace of rulemaking and also in the attention it has paid to analyzing the impacts of its rules.

In 2011, the Obama administration issued an executive order calling on federal independent agencies to periodically review regulations to ensure they are not outdated or burdensome.

Republicans on Friday said they were hard-pressed to understand why the Obama administration was opposing the cost-benefit bill, saying it was meant to codify into law both the executive order and prior promises the SEC had made to Congress to beef up its economic analysis.

"The complaints from the other side of the aisle seem absolutely bizarre," said North Carolina Republican Patrick McHenry.

Every Republican in the House voted to pass the bill on Friday, while 17 Democrats voted for the bill.

Waters said the Democrats who did not vote along party lines were either moderate "blue dogs" or newer members who are still "uneasy, uncertain in their districts and trying to find their feet."

Here We Go: Building Booming and Home Prices Rising

In the first quarter of 2013 our economy grew by 2.5 percent. While some were disappointed with that figure because it fell short of the consensus estimate of 3.0 percent, it's still a sign of better times, according to Corelogic.com.

The company recently released "The MarketPulse" which highlighted the following: economic recovery is benefitting from residential investment, "census division of price declines in the housing collapse varied dramatically by depth and duration, and the census divisions with the largest declines have the fastest current recoveries."

There are four census divisions in the United States. These geographical regions contain two or three census divisions for a total of nine. How these areas were impacted and how they are recovering depends on various factors such as the development of new housing.

Build it and they will come. The new housing industry is growing stronger and helping boost the Gross Domestic Product (GDP). Homebuyers seeking new homes are encouraging this growth.

At the lowest point, new home sales dropped to 273,000 annualized sales in February 2011, marking the lowest sales rate in almost 50 years. The highest peak reached 1.4 million annualized sales in July 2005 and today it's increasing 19 percent from a year ago, according to the U.S. Census Bureau data from March 2013.

Meanwhile, residential home prices are continuing to rise. However, the increase in home prices isn't uniform across the country. Instead, the recovery is geographically confined to areas that are "either recovering from the boom-bust cycle, or exhibiting strong economic fundamentals and strengthening demographic demand," according to Corelogic.

The increase in housing prices is also happening in areas where building is booming.

New housing competes with foreclosures and short sales. These latter two groups are now experiencing a decline, making new housing a good solution for some buyers.

Mortgages categorized as seriously delinquent (90 days or more past due) peaked nationally at 3.7 million in January 2010. The figure has recently dropped by 33 percent to 1.2 million.

Corelogic reported that there were 55,000 completed foreclosures through March 2013, which is a decrease of 16 percent compared with the number of the same period last year.

Meanwhile, the summer sizzle season is arriving soon and analysts expect another possible increase in sales and prices which could encourage more sellers to list their homes for sale

If you're interested in buying, here are a few tips. Act now. Start putting your finances in order so you know what you can actually afford to purchase. Delaying this could mean the loss of your favorite home to a better prepared borrower.

Meet with experts to get the best information and advice about the real estate market you're interested in. While real estate information is available on line from anywhere in the world, prices vary greatly depending on the local market. Your best bet is to find an expert in the area you're interested in to assist you with your questions and guide you through your search.

Remember that many sellers are still in a recovery mode. They may just now be adjusting to no longer having their home mortgage "under water". So, when you find a home you're interested in, act quickly to engage negotiation about the final sales price.

Also, keep in mind that the housing inventory is likely to increase as housing prices continue to rise. However, many experts predict the shortage of existing homes for sale is likely to remain a problem throughout the rest of 2013.

(AP) ? All eyes will be on Kentucky Derby winner Orb in the Preakness Stakes on Saturday. The 3-year-old colt will take on eight challengers in the second leg of the Triple Crown. If he wins, Orb will attempt to become the first Triple Crown champion since Affirmed in 1978 at the Belmont Stakes on June 8. In the Preakness, Orb will be facing five horses he defeated in the Derby and three who did not run in the race.

Here's a guide to watching the race:

? INSIDE START. Orb will start from the inside, No. 1 gate. If this was the Kentucky Derby that could be a major problem because there would be more of a chance of getting squeezed back in the pack. The Derby field was 19; the Preakness is nine, with a longer run to the first turn than at Churchill Downs. However, since 1961 only one horse ? Tabasco Cat in 1994 ? has won from the No. 1 post.

? FIRST TURN. By the first turn, we'll know whether Orb, under jockey Joel Rosario, has established clear-running position. The question is how far back he'll settle. In the Derby, with its much larger field, Orb dropped 18 lengths off the pace. Look for him to be much closer as Govenor Charlie, Goldencents, Itsmyluckyday and Titletown Five vie for the early lead.

? BACKSTRETCH: Around the turn and into the backstretch, Orb should find a comfortable groove as the field sorts into clusters: speed horses, midpack runners and closers. If the early pace is fast, Orb could be farther back; if it's slow, he could be in the middle.

? FINAL TURN: Heading into the final turn is when Orb should be making his move. In the Derby, Rosario waited patiently to make the call and when he did, Orb went from 16th to the lead in the final half-mile and won by 2? lengths.

? HEADED FOR HOME: The stretch run is anyone's guess, but if all goes according to form, Orb should be in the mix to win no matter what the pace. Among proven closers in the field are Mylute, Departing and Will Take Charge. If the sloppy track was the reason both Goldencents and Itsmyluckday ran so poorly, then either or both could rebound with a big race and prove hard to catch in the lane.

Bacterium counteracts 'coffee ring effect'

Ever notice how a dried coffee stain has a thicker outer rim, while the middle of the stain remains almost unsoiled? This 'coffee ring effect' also occurs in other materials. Researchers from the Departments of Chemical Engineering and Chemistry at KU Leuven have now discovered how to counteract coffee rings with 'surfactants', i.e. soap. The key to the discovery was not a kitchen towel, but a bacterium that counteracts the coffee ring effect at the microscopic level. The findings were published in a recent edition of the leading journal Nature Communications.

When a coffee ring dries, its edges become noticeably darker and thicker. This occurs because the coffee particles move toward the edge of the stain while the water in the liquid evaporates. At a microscopic level, this coffee ring effect can also be seen in liquids with particles of other materials such as plastic and wood.

In various industrial applications ? applying an even coat of paint or varnish, for example ? the coffee ring effect can be particularly troublesome and scientists have long been seeking ways to counteract it. Raf De Dier and Wouter Sempels (Departments of Chemical Engineering and Chemistry) have now described a solution based on examples found in nature. De Dier and Sempels carried out experiments and calculations on nanomaterials as well as on a particularly promising bacterium, Pseudomonas aeruginosa.

Pseudomonas aeruginosa is a dangerous bacterium that can cause infections in open wounds. "A Pseudomonas aeruginosa bacteria colony wants to find as large a breeding ground as possible. To avoid overconcentration on the edges of a wound when spreading itself during the drying-out process, the bacterium produces substances that counteract the coffee ring effect."

These surface-tension-disrupting substances are called surfactants. Detergents such as soap are also surfactants. "Add soap to a stain ? a coffee stain or any other stain ?and you will still get a coffee ring effect. But at the same time the soap causes a counterflow from the edge back towards the centre of the stain in such a way that the small particles ? material or bacteria ? end up in a kind of whirlwind. In this way, you get a more uniform distribution of particles as evaporation occurs."

"If we genetically modify the bacteria so they can no longer produce surfactants, the coffee ring effect remains fully intact. Our findings on Pseudomonas aeruginosa also apply to other bacteria. For the biomedical sector, this study contributes primarily to our understanding of a biological system." But surfactants could also potentially be added to nanomaterials, and that makes De Dier and Sempels' findings interesting for industry. "Surfactants are inexpensive. It won't be long before we start seeing them turn up in industrial applications."

Poll: 61% say parents of children with mental health problems should not have gun in home

In the wake of the Newtown, Conn., school shootings, gun control advocates called for more background checks. Gun rights advocates called for more school security. And mental health advocates called for more dialog about mental health.

While the first two calls have gone largely unanswered, it appears the third is beginning to be addressed, at least on the family level.

According to a recent survey of 1,600 parents conducted by the Child Mind Institute and Parents magazine, 60 percent are concerned that kids who have a mental illness?like Asperger?s Syndrome, which Newtown gunman Adam Lanza reportedly had?are more likely to hurt themselves or others. And 61 percent of parents said that parents of children with mental health problems should not be allowed to have a gun in their homes.

Police investigating the school massacre seized a sizable arsenal of firearms, knives and samurai swords from the 20-year-old gunman's home in the days after the shootings, court documents released in March showed.

"The truth is that most violent crimes are not actually committed by people who are mentally ill," Parents Deputy Editor Diane Debrovner, who helped coordinate the survey, told Yahoo News.

According to an oft-cited American Psychiatric Association study, "The vast majority of people who are violent do not suffer from mental illnesses."

In fact, "people with serious mental illnesses are actually at higher risk of being victims of violence than perpetrators," Thomas Insel, director of the National Institute on Mental Health, wrote in the wake of the shootings in Tuscon, Ariz., in 2011.

And, Debrovner said, ?kids with mental health disorders can grow up to lead happy, productive lives when they get proper care."

But it's unclear what kind of mental health care Lanza was getting, if any, on Dec. 14, 2012, when police say he shot his mother in her bedroom of the Newtown home they shared, forced his way into Sandy Hook Elementary School and opened fire, killing 20 first graders and six adults before shooting himself. Earlier this week, the Hartford Courant reported that an autopsy performed on Lanza revealed he did not have antidepressants or anti-psychotic medications in body.

The stigma surrounding mental health issues prevent many parents and teachers from getting kids the support?and medication?they need, according to Dr. Harold Koplewicz, president of the Child Mind Institute.

?The Newtown shooting has lead to a national conversation about mental health,? Koplewicz said in a release announcing the findings. ?What we hope will come from the tragedy is openness that starts in each family and community, when we acknowledge our worries about our own children, and help make other parents feel safe enough to speak up about their worries, too.?

To that point, the results were encouraging: 66 percent of respondents "believe that parents are now more likely to seek help if their child?s behavior worries them."

"We've heard that an increasing number of pediatricians and primary care doctors have mental-health providers in the same office," Debrovner added, "just down the hall."

Untangling the tree of life

May 15, 2013 ? These days, phylogeneticists -- experts who painstakingly map the complex branches of the tree of life -- suffer from an embarrassment of riches. The genomics revolution has given them mountains of DNA data that they can sift through to reconstruct the evolutionary history that connects all living beings. But the unprecedented quantity has also caused a serious problem: The trees produced by a number of well-supported studies have come to contradictory conclusions.

"It has become common for top-notch studies to report genealogies that strongly contradict each other in where certain organisms sprang from, such as the place of sponges on the animal tree or of snails on the tree of mollusks," said Antonis Rokas, Cornelius Vanderbilt Chair in Biological Sciences at Vanderbilt University.

In a study published online May 8 by the journal Nature, Rokas and graduate student Leonidas Salichos analyze the reasons for these differences and propose a suite of novel techniques that can resolve the contradictions and provide greater accuracy in deciphering the deep branches of life's tree.

"The study by Salichos and Rokas comes at a critical time when scientists are grappling with how best to detect the signature of evolutionary history from a deluge of genetic data. These authors provide intriguing insights into our standard analytical toolbox, and suggest it may be time to abandon some of our most trusted tools when it comes to the analysis of big data sets. This significant work will certainly challenge the community of evolutionary biologists to rethink how best to reconstruct phylogeny," said Michael F. Whiting, program director of systematics and biodiversity science at the National Science Foundation, which funded the study.

To gain insight into this paradox, Salichos assembled and analyzed more than 1,000 genes -- approximately 20 percent of the entire yeast genome -- from each of 23 yeast species. He quickly realized that the histories of the 1,000-plus genes were all slightly different from each other as well as different from the genealogy constructed from a simultaneous analysis of all the genes.

"I was quite surprised by this result," Salichos pointed out.

By adapting an algorithm from information theory, the researchers found that they could use these distinct gene genealogies to quantify the conflict and focus on those parts of the tree that are problematic.

In broad terms, Rokas and Salichos found that genetic data is less reliable during periods of rapid radiation, when new species were formed rapidly. A case in point is the Cambrian explosion, the sudden appearance about 540 million years ago of a remarkable diversity of animal species, without apparent predecessors. Before about 580 million years ago, most organisms were very simple, consisting of single cells occasionally organized into colonies.

"A lot of the debate on the differences in the trees has been between studies concerning the 'bushy' branches that took place in these 'radiations'," Rokas said.

The researchers also found that the further back in time they went the less reliable the genetic data becomes. "Radioactive dating methods are only accurate over a certain time span," said Rokas. "We think that the value of DNA data might have a similar limit, posing considerable challenges to existing algorithms to resolve radiations that took place in deep time."

Engineered biomaterial could improve success of medical implants

May 14, 2013 ? It's a familiar scenario -- a patient receives a medical implant and days later, the body attacks the artificial valve or device, causing complications to an already compromised system.

Expensive, state-of-the-art medical devices and surgeries often are thwarted by the body's natural response to attack something in the tissue that appears foreign. Now, University of Washington engineers have demonstrated in mice a way to prevent this sort of response. Their findings were published online this week in the journal Nature Biotechnology.

The UW researchers created a synthetic substance that fully resists the body's natural attack response to foreign objects. Medical devices such as artificial heart valves, prostheses and breast implants could be coated with this polymer to prevent the body from rejecting an implanted object.

"It has applications for so many different medical implants, because we literally put hundreds of devices into the body," said Buddy Ratner, co-author and a UW professor of bioengineering and of chemical engineering. "We couldn't achieve this level of excellence in healing before we had this synthetic hydrogel."

The body's biological response to implanted devices -- medical technologies that often cost millions to develop -- has frustrated experts for years. After an implant, the body usually creates a protein wall around the medical device, cutting it off from the rest of the body. Scientists call this barrier a collagen capsule. Collagen is a protein that's naturally found in our bodies, particularly in connective tissues such as tendons and ligaments.

If a device such as an artificial valve or an electrode sensor is blocked off from the rest of the body, it usually fails to work. Physicians and scientists have tried to minimize this, but they haven't been able to eliminate it, Ratner said.

Ratner's collaborator and co-author Shaoyi Jiang, a UW professor of chemical engineering, and his team implanted the polymer substance into the bodies of mice. The substance is known as a hydrogel, a flexible biomedical material swollen with water. It's made from a polymer that has both a positive and negative charge, which serves to deflect all proteins from sticking to its surface. Scientists have found that proteins appearing on the surface of a medical implant are the first signs that a larger collagen wall will form.

After three months, Jiang and his team found that collagen was loosely and evenly distributed in the tissue around the polymer, suggesting that the mice bodies didn't even detect the polymer's presence.

For humans, the first three weeks after an implant are the most critical, because by then the body will show signs of isolating the implant by building a collagen wall. If this hasn't happened in the first several weeks, it's likely the body won't default to an attack response toward the object.

"Scientists have tried many materials, and with no exception, this is the first non-porous, synthetic substance demonstrating that no collagen capsule forms, which could have positive implications for implantable materials, tissue scaffolds and medical devices," Jiang said.

UW researchers and others have worked for nearly 20 years to find a way to help the body accept implants. In 1996, the National Science Foundation-funded UW Engineered Biomaterials (UWEB) research center opened at the UW, with Ratner serving as director. Since that time, researchers have been trying to make a material that is invisible to the body's immune response and could eliminate the body's negative reaction to medical implants.

Now, nearly two decades years later, engineers have found the "perfect" substance, Ratner said.

"This hydrogel is not just pretty good, it's exceptional," he said.

The UW researchers plan to test this in humans, likely by working with manufacturers to coat an implantable device with the polymer, then measure its ability to ward off protein build-up.

The research was funded by the U.S. Office of Naval Research, UWEB and the UW Department of Chemical Engineering.

FBI: New Orleans parade shooting likely 'street violence'

NEW ORLEANS (AP) ? Gunmen opened fire on dozens of people marching in a neighborhood Mother's Day parade in New Orleans on Sunday, wounding at least 17 people, police said.

The FBI said that the shootings appeared to be "street violence" and weren't linked to terrorism.

Many of the victims were grazed and most of the wounds weren't life-threatening, police spokeswoman Remi Braden said in an email. No deaths were reported.

Police Superintendent Ronal Serpas told reporters that a 10-year-old girl was grazed in the shooting around 2 p.m. She was in good condition. He said three or four people were in surgery, but he didn't have their conditions.

Mary Beth Romig, a spokeswoman for the FBI in New Orleans, said federal investigators have no indication that the shooting was an act of terrorism.

"It's strictly an act of street violence in New Orleans," she said.

Officers were interspersed with the marchers, which is routine for such events. As many as 400 people joined in the procession that stretched for about 3 blocks, though only half that many were in the immediate vicinity of the shooting, Serpas said.

Police saw three suspects running from the scene in the city's 7th Ward neighborhood. No arrests had been made as of late afternoon.

Second-line parades are loose processions in which people dance down the street, often following behind a brass band. They can be impromptu or planned and are sometimes described as moving block parties.

A social club called The Original Big 7 organized Sunday's event. The group was founded in 1996 at the Saint Bernard housing projects, according to its MySpace page.

The neighborhood where the shooting happened was a mix of low-income and middle-class row houses, some boarded up. As of last year, the neighborhood's population was about 60 percent of its pre-Hurricane Katrina level.

Police vowed to make swift arrests. Serpas said it wasn't clear if particular people in the second line were targeted, or if the shots were fired in a random fashion.

"We'll get them. We have good resources in this neighborhood," Serpas said.

In the late afternoon, the scene was taped off and police had placed bullet casing markers in at least 10 spots.

Bangladesh search over; death toll 1,127

SAVAR, Bangladesh (AP) ? Several major Western brands embraced a safety plan that requires retailers to help pay for factory improvements in Bangladesh, where the three-week search for bodies at the site of the world's worst garment-industry disaster ended Monday with the death toll at 1,127.

The collapse on April 24 of the Rana Plaza factory building focused worldwide attention on the hazardous conditions in Bangladesh's low-cost garment industry and strengthened pressure for reforms.

Bangladesh's government also agreed Monday to allow garment workers to form trade unions without permission from factory owners. That decision came a day after it announced a plan to raise the minimum wage for garment workers. Both moves are seen as a direct response to the collapse of the eight-story building, which housed five clothing factories.

Swedish retailing giant H&M, the largest purchaser of Bangladesh garments, and Britain's Primark Stores announced Monday that they have accepted a legally binding fire and building safety plan drawn up by Bangladeshi and international labor groups. The plan would establish an independent inspectorate to oversee factories, with powers to shut down unsafe facilities and require renovations financed in part by Western retailers.

The Clean Clothes Campaign, which seeks better working conditions in the global garment industry, praised H&M's decision, saying it would pressure other retailers to sign the plan as well.

The agreement was signed earlier by two other companies ? PVH, the owner of the Tommy Hilfiger and Calvin Klein brands, and German retailer Tchibo. Others, however, had refused to sign because the plan was legally binding and costly.

Primark is one of the few retailers that have acknowledged that their clothes were being made by factories in the Rana Plaza building at the time of the collapse.

Working conditions in the $20 billion industry are grim, a result of government corruption, desperation for jobs, and industry indifference. Minimum wages for garment workers are among the lowest in the world at 3,000 takas ($38) a month.

Mohammed Amir Hossain Mazumder, deputy director of fire service and civil defense, said the search for bodies at Rana Plaza was called off at 6 p.m. Monday.

"Now the site will be handed over to police for protection. There will be no more activities from the fire service or army," he said.

Bulldozers and other vehicles have been removed from the building site, which will be fenced with bamboo sticks. Red flags were erected around the site to bar entry.

For more than 19 days, Rana Plaza in the Dhaka suburb of Savar had been the scene of frantic rescue efforts, anguished families and the overwhelming smell of decaying flesh.

Miracles were few, but on Friday, search teams found Reshma Begum, a seamstress who survived under the rubble for 17 days on cookies and bottled water.

Begum spoke to reporters Monday from the hospital where she is being treated. She told them she never expected to be rescued alive, and she vowed, "I will not work in a garment factory again."

The Rana Plaza owner and eight other people, including garment factory owners, have been detained in the collapse investigation. Authorities say the building owner added floors to the structure illegally and allowed the factories to install heavy equipment that the building was not designed to support.

Bangladesh's Cabinet approved an amendment to the 2006 Labor Act on Monday lifting restrictions on forming trade unions in most industries, government spokesman Mosharraf Hossain Bhuiyan said. The old law required workers to obtain permission before they could unionize.

"No such permission from owners is now needed," Bhuiyan told reporters after the Cabinet meeting presided over by Prime Minister Sheikh Hasina. "The government is doing it for the welfare of the workers."

Local and international trade unions have long campaigned for such changes.

Though the 2006 law technically allowed trade unions ? and they exist in many of Bangladesh's other industries ? owners of garment factories never allowed them, saying they would lead to a lack of discipline among workers.

Trade union leaders responded cautiously.

"The issue is not really about making a new law or amending the old one," said Kalpana Akter of the Bangladesh Center for Workers Solidarity, a group campaigning for garment workers' rights. "In the past whenever workers tried to form associations they were subjected to beatings and harassment," she said. "The owners did not hesitate to fire such workers."

Bangladesh's government has in recent years cracked down on trade unions attempting to organize garment workers. In 2010 Hasina's government launched an Industrial Police force to crush street protests by thousands of workers demanding better pay and working conditions.

That year police arrested at least six activists, including Akter, on charges of instigating workers to vandalize factories. They were later freed, but some charges are still pending.

The activists are also angry that police have made no headway in the investigation of the death of a fellow union organizer, Aminul Islam, who was found dead a day after he disappeared from his home in 2012.

"Islam's case is going nowhere even though police say they are investigating," said Akter.

On Monday, nearly 100 garment factories shut down in the Ashulia industrial area near Dhaka after protests erupted over the death of a female worker whose body was found inside a garment factory.

The body of Parul Akter, 22, was found on Friday. A local police official, Badrul Alam, said she committed suicide.

Thousands of workers took to the streets Monday and vandalized vehicles and shops before police used sticks to disperse the protesters. Several people were injured, said a police official who spoke on condition of anonymity because he was not authorized to speak publicly.

Bangladesh has 5,000 garment factories and 3.6 million garment workers. It is the third-biggest exporter of clothes in the world, after China and Italy. China lacks independent labor unions for all industries; the only legal unions are controlled by the Communist Party, and workers complain that they fail to represent their interests.

On Sunday, the Bangladesh government set up a new minimum wage board that will issue recommendations for pay raises within three months, Textiles Minister Abdul Latif Siddiky said. The Cabinet will then decide whether to accept those proposals.

The wage board will include representatives of factory owners, workers and the government, he said.

Government officials also have promised improvements in safety. Since 2005, at least 1,800 garment workers have been killed in factory fires and building collapses in Bangladesh, according to research by the advocacy group International Labor Rights Forum.

In November, 112 workers were killed in a garment factory in Dhaka. The factory lacked emergency exits, and its owner said only three floors of the eight-story building were legally built.
