Oakland Raiders team report: WR Jacoby Ford returns to practice

ALAMEDA, Calif.?Wide receiver/kick returner Jacoby Ford returned to practice after missing the past seven weeks with a sprained foot.

His return gives quarterback Carson Palmer six wide receivers at his disposal for the first time since Nov. 10.

The return of receiver Denarius Moore sparked the Raiders in last Sunday?s victory over the Kansas City Chiefs.

The Raiders are hopeful that Ford?s expected return for the regular-season finale Sunday against the San Diego Chargers will give them another boost in a must-win game.

It?s unlikely that Ford will return kicks, given he has missed so much time. However, he gives the Raiders another deep threat and proven playmaker as they make a push for their first playoff berth in nine seasons.

Notes: RB Darren McFadden still has not been cleared to practice because of his sprained foot. He has missed 66 days with an injury that just won?t heal as well as hoped for, if not expected. At this point, it?s a long shot that McFadden will play Sunday. However, if the Raiders make the playoffs, there?s a realistic chance of McFadden's returning at close to full strength. The Raiders missed him a great deal the past eight games, yet it could turn out to be a blessing, of sorts, if he makes it back for the playoffs and is fresh after such a long layoff.

Chinese officials blamed for bullet train crash

? China's Cabinet says in a long-awaited report that a July bullet train crash that killed 40 people was caused by a design flaw and sloppy management.

The Cabinet said Wednesday that 54 officials were responsible for missteps that led to the disaster near the southern city of Wenzhou. Those blamed included a former railway minister.

The disaster prompted a public outcry about the dangers and high cost of China's showcase bullet train network.

New York Times sends email to millions by mistake (Reuters)

(Reuters) ? Some 8 million New York Times customers received an email on Thursday offering a special discount if they would reconsider their decision to cancel their subscriptions.

The trouble is, almost none of the email recipients had canceled their subscriptions in the first place.

The New York Times blamed human error, saying that an email meant for 300 or 400 customers who had decided to stop taking home delivery of the paper was actually sent to around 8 million people.

Initially, subscribers took to Twitter and Facebook to express concern about a security breach. But a spokeswoman for the newspaper said hackers were not involved and security was not at fault.

"An email was sent earlier today from The New York Times in error. This email should have been sent to a very small number of subscribers, but instead was sent to a vast distribution list made up of people who had previously provided their email address to The New York Times," the paper said in a statement.

The email offered a 50 percent reduced rate for 16 weeks on home delivery.

The New York Times is owned by New York Times Co.

Man faces murder charge after lighting woman on fire (Reuters)

LITTLETON, New Hampshire (Reuters) ? A New Hampshire man who allegedly killed the woman he lived with by lighting her on fire before setting himself ablaze was arrested on Tuesday ahead of his release from a Boston hospital.

Barry Winters will be charged with first degree murder after dousing 57-year-old Evelyn Spodnik, a reading teacher from the small town of Wentworth, with gasoline and lighting her on fire June 29, the New Hampshire attorney general's office said in a statement.

Spodnik, who fled to a neighbor's house to seek help, died of her wounds July 1, Jane Young, a state prosecutor, said in an interview.

"(Winters) was not arrested previously because of his health," said Young.

"Police have been able to monitor his condition," she said.

Winters was scheduled to appear in court in Boston on Tuesday and could return to New Hampshire shortly to face charges. If convicted, Winters will likely not face the death penalty as the crime does not appear to fit into one of the categories covered by New Hampshire's death penalty law, Young said.

Web gambling gets boost from Obama administration (Reuters)

WASHINGTON (Reuters) ? The Obama administration cleared the way for states to legalize Internet poker and certain other online betting in a switch that may help them reap billions in tax revenue and spur web-based gambling.

A Justice Department opinion dated September and made public on Friday reversed decades of previous policy that included civil and criminal charges against operators of some of the most popular online poker sites.

Until now, the department held that online gambling in all forms was illegal under the Wire Act of 1961, which bars wagers via telecommunications that cross state lines or international borders.

The new interpretation, by the department's Office of Legal Counsel, said the Wire Act applies only to bets on a "sporting event or contest," not to a state's use of the Internet to sell lottery tickets to adults within its borders or abroad.

"The United States Department of Justice has given the online gaming community a big, big present," said I. Nelson Rose, a gaming law expert at Whittier Law School who consults for governments and the industry.

The question at issue was whether proposals by Illinois and New York to use the Internet and out-of-state transaction processors to sell lottery tickets to in-state adults violated the Wire Act.

But the department's conclusion would eliminate "almost every federal anti-gambling law that could apply to gaming that is legal under state laws," Rose wrote on his blog at www.gamblingandthelaw.com.

If a state legalized intra-state games such as poker, as Nevada and the District of Columbia have done, "there is simply no federal law that could apply" against their operators, he said.

The department's opinion, written by Assistant Attorney General Virginia Seitz, said the law's legislative history showed that Congress's overriding goal had been to halt wire communications for sports gambling, notably off-track betting on horse races.

Congress also had been concerned about rapid transmission of betting information on baseball, basketball, football and boxing among other sports-related events or contests, she summarized the legislative history as showing.

"The ordinary meaning of the phrase 'sporting event or contest' does not encompass lotteries," Seitz wrote. "Accordingly, we conclude that the proposed lotteries are not within the prohibitions of the Wire Act."

The department expressed no opinion about a provision in the law that lets prosecutors shut down phone lines where interstate or foreign gambling is taking place.

Many of the 50 U.S. states may be interested in creating online lotteries to boost tax revenues and help offset the ripple effect of a federal deficit-reduction push.

The global online gambling industry grew 12 percent last year to as much as $30 billion, according to a survey in March by Global Betting and Gaming Consultancy, based on the Isle of Man, where online gambling is legal.

Federal prosecutors in April charged three of the biggest Internet poker companies with fraud and money-laundering along with violations of another federal law, the Unlawful Internet Gambling Act of 1986.

The government outlined an alleged scheme by owners of the three largest online poker companies - Full Tilt Poker, Absolute Poker and PokerStars - to funnel gambling profits to online shell companies that would appear legitimate to banks processing payments.

If the fight hits the mat for an extended period of time, Lesnar wins it. If Overeem stays on his feet and it's a battle of strikes, Lesnar's in for a long night.

Lesnar says no one has been able to avoid his takedowns, but that's not entirely true because both Shane Carwin and Cain Velasquez did so in spots and battered Lesnar. They're also both former high level college wrestlers. Overeem is not, but he is powerful and very experienced.

Muhammed Lawal, a light heavyweight with Strikeforce, knows his wrestling and says that Lesnar can't just run across the cage and tackle Overeem.

"He has to Chael Sonnen or Jon Fitch him, and close the distance right away with a jab or a fake. Just keep him guessing," Lawal told "The MMA Insiders" on ESPN1100/98.9 FM in Las Vegas (0:40 mark). "He has a tough task with Overeem. All he has to do is be Overeem, He can keep the fight close and use his knees or keep his distance with leg kicks and a good 1-2."

Lawal, a former star on the international wrestling scene after a decorated career at Oklahoma State, further explained the fakes.

"If I were Brock, I would establish a good jab, fake ... jab, fake ... fake, jab. Look to shoot off the fakes. You know in wrestling. if the person doesn't respond to your fakes then you shoot next time. If the person responds to your fakes then you throw punches," said Lawal.

If Overeem can read those fakes, Lesnar is going to be left with few options.

"It's going to be very important for Brock to set up his takedowns because without the setups, he's getting knocked out or hurt," Lawal said. "Overeem is the wrong person to shoot on out of the blue."

Sea Shepherd says drones find, photograph Japan's whaling fleet (Reuters)

SYDNEY (Reuters) ? Hardline whaling opponents attempting to stop Japan's annual whale hunt in the Antarctic said Sunday they had intercepted and photographed its whaling fleet using pilotless drone aircraft.

The Sea Shepherd Conservation Society said it located the Japanese factory ship Nisshin Maru off Australia's western coast Saturday using the drones, the first time this season it has made contact with the whalers.

However, other Japanese ships shielded the vessel "to allow it to escape," Sea Shepherd said in a statement.

"We caught them due west of Perth," founder Paul Watson told Reuters by satellite phone from the ship Steve Irwin. "For the next few days we will be chasing them. We are heading south."

The two drones are equipped with cameras and detection equipment and allow Sea Shepherd to monitor the whaling fleet from a distance, he said.

Watson said Sea Shepherd's three ships were well outside Antarctic waters when the Japanese vessel was seen. The Sea Shepherd waited for the Nisshin Maru after hearing from fishermen it had sailed through the Lombok Strait in Indonesia on its voyage to Antarctic waters.

The Sea Shepherd society's annual attempts to stop the Japanese whale hunt by "direct action" have been widely criticised by other environmentalists and governments, particularly Japan. However, it also has influential supporters.

Watson said sympathisers in New Jersey in the United States contributed to the cost of the two drones.

An international moratorium on whaling has been in place since 1986, but Japan exploits a loophole allowing whaling for scientific purposes to justify its annual hunt.

Suicide attack kills 5 Pakistani soldiers

Police say a suicide car bomber has attacked a paramilitary camp in northwestern Pakistan, killing at least five soldiers.

Police officer Tahir Khan says the attack Saturday in Bannu town in Khyber Pakhtunkhwa province also wounded 18 soldiers.

A spokesman for the Pakistani Taliban, Ehsanullah Ehsan, claimed responsibility for the attack. He said they targeted the troops to avenge the killing of a Taliban commander in a recent U.S. drone attack.

The Taliban attacked a paramilitary camp before dawn Friday, killing one soldier and kidnapping 15 others. They said that attack was also meant to avenge the dead commander.

Hackers target US security think tank

(AP) ? Hackers on Sunday claimed to have stolen 200 GB of e-mails and credit card data from United States security think tank Stratfor, promising a weeklong Christmas-inspired assault on a long list of targets.

Members of the loose hacking movement known as "Anonymous" posted a link on Twitter to what it said was Stratfor's secret client list ? including the U.S. Army, the U.S. Air Force, Goldman Sachs and MF Global.

"Not so private and secret anymore?," the group taunted in a message on the microblogging site.

Anonymous said it was able to get credit details, in part, because Stratfor didn't bother encrypting them ? an easy-to-avoid blunder which ? if true ? would be a major embarrassment for any security company.

Stratfor said in an email to members that it had suspended its servers and email after learning that its website had been hacked.

"We have reason to believe that the names of our corporate subscribers have been posted on other web sites," said the email, passed on to The Associated Press. "We are diligently investigating the extent to which subscriber information may have been obtained."

The email, signed by Stratfor Chief Executive George Friedman, said the company is "working closely with law enforcement to identify who is behind the breach."

"Stratfor's relationship with its members and, in particular, the confidentiality of their subscriber information, are very important to Stratfor and me," Friedman wrote.

Stratfor's website was down midday Sunday, with a banner saying "site is currently undergoing maintenance."

Wishing everyone a "Merry LulzXMas" ? a reference to spinoff and fellow troublemakers Lulz Security ? Anonymous also posted a link on Twitter to a site containing the email, phone number and credit number of a U.S. Homeland Security employee.

The employee, Cody Sultenfuss, said he had no warning before his details were posted.

"They took money I did not have," he told The Associated Press in an email. "I think why me? I am not rich."

Anonymous warned it has "enough targets lined up to extend the fun fun fun of LulzXmas through the entire next week."

The group has previously claimed responsibility for attacks on companies such as Visa, MasterCard and PayPal, as well as others in the music industry and the Church of Scientology.

Manhattan Scientifics Leads with Magnetic Nano-Particle-Based Early Cancer Detection Technology

Manhattan Scientifics is a company specializing in the technology transition and commercialization of nanomedicine technologies that includes the early detection technology of Flynn.

Flynn has spent a decade for fine tuning his early detection technology that is capable of detecting cancerous tumor much earlier with 100% specificity and without radiation when compared to the current mammogram technologies. The technology utilizes iron oxide nanoparticles, which are bonded to the breast cancer antibodies capable of attaching only with breast cancer cells. A SQUID machine is used to detect the magnetic signal released by the bound nanoparticles. The patented technology allows the technician to detect the cancerous tumor having as low as 100,000 cells, whereas a typical mammogram can detect a tumor only when it is having 100 million cells or more.

The article has also noted that the MD Anderson Cancer Center located in Houston has shown interest as a means of recognition of the early detection capability of Flynn?s technology. The article also pointed out the statement of John Hazle of the MD Anderson Cancer Center. According to the statement, the center inked a pre-clinical assessment study of the magnetic nano-particle technology in August 2011.

Solar Cells Made From a Spreadable Nanoparticle Paste

An anonymous reader writes "Researchers at Notre Dame have created a nanoparticle paste, which acts as the main ingredient in solar cells that are very easy to construct. In a short video clip, they can be seen assembling a functional solar cell with little more than a heat gun, tape, and some binder clips. The paste is made from a mix of t-butanol, water, and a mix of cadmium selenide with cadmium sulfide nanoparticles. So far, the experimental devices are not nearly as efficient as standard solar cells, but they were just developed. If the materials were slightly less toxic, it might even be a project that kids could do at home."

Arizona gets 3rd OT victory in 7 games, 20-17 (AP)

GLENDALE, Ariz. ? Patrick Peterson returned a punt 32 yards and John Skelton threw 32 yards to Larry Fitzgerald to set up a 22-yard field goal by Jay Feely to give Arizona a 20-17 victory over Cleveland on Sunday in the Cardinals' third overtime win in seven games.

Arizona (7-7), winner of six of its last seven, trailed 17-7 entering the fourth quarter. The Cardinals have been behind in the second half in all six of their recent victories.

Both teams were without their starting quarterbacks because of concussions. Skelton, in relief of Kevin Kolb, completed 28 of 36 for 313 yards with a touchdown and interception.

Seneca Wallace, starting for Colt McCoy for the Browns (4-10), was 18 of 31 for 226 yards, including a 76-yard TD play to Greg Little.

NASA Studies Landing on Jupiter Moon Europa (ContributorNetwork)

According to MSNBC, NASA is studying a mission to land two robotic probes on the surface of Europa. Were the Europa landers to be approved, they would be launched as early as 2020 and would arrive at Jupiter's moon six years later.

Why land on Europa?

According to NASA, Europa is slightly smaller than Earth's moon and orbits Jupiter every 3.5 days. It has an iron core, a rocky mantle, and a surface ocean of salty water encased in ice. Tidal forces provide more heat on Europa than would normally be the case for a celestial body that far away from the sun. Thus, scientists speculate, the interior oceans of Europa could be the abode of life, probably in the oceans beneath the ice layer. Some have suggested that Europa is a better candidate for having extraterrestrial life than does Mars, currently the object of an extensive program of robotic exploration.

What would the Europa lander mission consist of?

There would be two landers, much like the Viking landers that first explored Mars in the 1970s, to provide a measure of redundancy. Each lander would be equipped with a mass spectrometer, to search for organic chemicals, and seismometers and several different cameras to study Europa's unique geology. To save weight, the landers would not carry a great deal of radiation shielding. This would mean, thanks to the heavy radiation environment around Jupiter, the landers would have the lifespan of about a week to complete their mission.

The Europa landers would not so much attempt to detect life-though that discovery would be remarkable-but to ascertain if the moon of Jupiter could support life. There are no firm cost estimates for the mission, but it is thought that the Europa landers would cost everywhere from $800 million to $2 billion.

What else may be in the future for Europa exploration?

Currently NASA is looking at a hugely expensive joint venture with the European Space Agency called the Europa Jupiter System Mission. One element of that effort would be a probe that would orbit Europa to study it remotely, ascertaining how the ice layer interacts with the ocean underneath it, for instance. Scientists believe that an exchange of organic compounds between the ice and the ocean may lead to microbial life in Europa's subsurface water. This mission would also launch in 2020 with the Europa orbiter arriving off the moon of Jupiter in 2028. However, as the EJSM would cost almost $5 billion, funding for it is uncertain.

'Bridesmaids' Surprises With Screen Actors Guild Nod

'The Artist,' 'The Descendants,' 'The Help' and 'Midnight in Paris' will also vie for SAG Awards' top prize.

The Screen Actors Guild announced its nominees Wednesday (December 14) for the best performances of the year in both television and film. The SAG Awards are the only ones with actors choosing among their peers to select the winners, so they are considered to be among the highest honors in Hollywood.

With the Golden Globe nominations arriving Thursday and the Academy Awards looming in the near future, everyone is eagerly searching for some hint of how things may shake out on Oscar night. Among the SAG nominations, there are plenty of the familiar names that have garnered awards attention this year, but also a fair number of surprises.

Demián Bichir, the lead in "A Better Life," had been on the fringes of awards talk in recent weeks, but snagged a best actor nomination for the immigration drama over the likes of Michael Fassbender for "Shame" and Gary Oldman for "Tinker, Tailor, Soldier, Spy."

Jonah Hill, who earned critical praise for his work next to Brad Pitt in "Moneyball," had been considered an awards dark horse, but he walked away with a nomination for supporting actor.

Of the four films singled out for best ensemble, the top movies award for the SAGs, "Bridesmaids" came away as the surprising but welcome addition to the conversation. Its cast scored a nomination for the top prize alongside those from "The Artist," "The Descendants," "The Help" and "Midnight in Paris."

The SAG Awards will air on TBS and TNT on January 29, 2012, at 8 p.m. ET/ 5 p.m. PT.

Republican Ryan backs new bipartisan Medicare Plan (Reuters)

WASHINGTON (Reuters) ? Republican lawmaker Paul Ryan, who caused an uproar this year by proposing a plan to privatize Medicare, unveiled a new bipartisan approach on Thursday for cutting the cost of the government's $525 billion healthcare plan for the elderly.

The chairman of the House of Representatives Budget Committee joined Democratic Senator Ron Wyden of Oregon to unveil a plan that would retain Medicare's popular fee-for-service program but subject it to direct competition from private insurance plans.

Beginning in 2022, the Wyden-Ryan plan would provide financial support allowing seniors to opt for insurance plans sold through a new, regulated Medicare exchange intended to foster competition and reduce costs.

Analysts said the move amounted to a political ploy calculated to bolster the prominence of Medicare reform as a 2012 campaign issue and to lay the groundwork for possible bipartisan legislation in 2013.

"This is about trying to get out in front of this issue before it's just another high-decibel shouting match," Wyden said in an interview with Reuters.

"We're outlining a bipartisan approach that would give us a chance to have what might be characterized as an adult conversation about Medicare," added the senator, who said there are no current plans to offer legislation anytime soon.

Medicare, the second largest U.S. social insurance program after Social Security, serves 48 million beneficiaries.

Escalating healthcare costs and a swelling senior citizen population are expected to deplete the system's trust fund in 2024, posing a huge fiscal risk to a federal government already reeling from annual billion-dollar deficits.

Ryan faced fierce criticism from senior citizen groups early in 2011 with his initial plan to convert the entire Medicare program into a "premium support" system to help senior citizens buy private insurance.

Republican presidential candidate Newt Gingrich initially castigated the proposal as right-wing social engineering. Analysts said it undercut support for Republicans among senior citizens, a critical base of voters who had helped the party take control of the House from Democrats in 2010.

Signs of bipartisan support for a premium support plan that retained traditional Medicare emerged early in the fall, during the failed deficit-reduction deliberations of a congressional super committee. But winning over either party to a specific plan is far from guaranteed.

On Thursday, White House spokesman Jay Carney said President Barack Obama was interested in ways to fix Medicare that do not require "radical privatization or ending of the healthcare plan for seniors."

Republican reaction was mute. But analysts said the proposal could help Republican House candidates in 2012 by shifting political attention away from Ryan's earlier plan.

Senior citizens can already opt for private insurance coverage from insurers like UnitedHealth Group and Humana Inc through Medicare Advantage. The government-sponsored plans serve about 25 percent of Medicare beneficiaries.

Wyden believes that competition would drive private insurance costs lower than beneficiaries currently receive from Medicare Advantage.

Healthcare lobbyists who have been pushing for more Medicare privatization welcome the proposal, saying insurance competition should follow the model set by Medicare's Part D prescription drug program.

"This will be the year of educating people and laying the groundwork and developing proposals. After the election is when we'll see serious action," said Mary Grealy, president of the Healthcare Leadership Council, which represents healthcare company chief executives.

German reactivates bank rescue fund (AP)

BERLIN ? Germany is reactivating its financial sector rescue fund as the eurozone debt crisis raises increasing questions about how banks can cover their capital needs.

Chancellor Angela Merkel's spokesman, Steffen Seibert, said the Cabinet decided Wednesday to reopen the euro360 billion ($474 billion) fund, first established at the height of the 2008 financial crisis.

The fund closed to new applications at the end of 2010. But much of the money ? which totaled euro60 billion for potential capital injections and euro300 billion for loan guarantees ? remains untapped.

European authorities have determined that German banks require a total of euro13.1 billion in new capital to comply with tougher new requirements. The country's second-biggest bank, Commerzbank AG, has been told it needs euro5.3 billion.
